West Virginia Home Foreclosures Report for 2009
West Virginia mortgage foreclosures in 2009 were approximately 24% higher than the State's total for 2008.
Banking Commissioner Sally Cline noted that once again West Virginia state-chartered banks and the national banks headquartered in this state were not involved in a significant number of the foreclosures and accounted for only 12% of the total number of foreclosures in 2009. "Our community banks have traditionally employed sound underwriting standards. They remain focused on serving the credit needs of their local markets and customers. As a result, West Virginia has not seen the widespread foreclosures or bank failures experienced in other parts of the country," she said.
According to the data acquired, a total of 3,200 foreclosures occurred in 2009 compared with 2,577 in 2008. Significant increases continued in counties such as Berkeley and Jefferson which together accounted for over half of the total statewide increase. Nineteen counties reported 14 or fewer foreclosures for the year. Fifteen counties actually experienced a decrease in the number of reported foreclosures while two counties remained constant.
The Division conducted a county by county survey of foreclosures for the first half of 2009 and then relied upon reports of foreclosures filed by county clerks as required by legislation passed last year that became effective in July 2009.
